HB15 - There is
something AMERICAN About Letting The People Vote!
Once again across the State of Georgia the
political battlelines will be forming again. In the 2006 Legislature there will be another opportunity for the elected
officials of Georgia to make a choice. They can represent the
people or they can represent the special interests.
House Bill 15 (HB15)
has been filed in the Georgia House of Representatives and is
being held hostage in committee by Republican Representative
Austin Scott.
There has been a lot of changes since then

interests to ignore the people and steal
the State Flag. It is well documented how the Black Caucus (which
ruled the Democratic Party at that time) and the Atlanta Business
Establishment plotted with King Roy.
The Democrats became the Incredible Shrinking
Party and have lost the Governor's Mansion, State Senate and State
House. All of this just to pander to special interests, pretty
stupid huh?
But the Republicans have so far shown that
"some" of their officials and leadership are just as corruptible
as the Democrats. Sonny "Liar" Perdue has become the biggest joke
in Georgia parading around the State saying he did not say what he
said! The sad truth is that he and "some" of the Republican
leadership pandered to the same special interests as the former
King Roy. They deny it of course, but the
Chamber's own words tell the tale:
"The Metro Atlanta Chamber won about
three-fourths of its agenda,
most
critically the flag. Given a new
Governor and new legislative leadership, this was a great
achievement."
There is nothing new about politicians lying to
the people. The Republican leadership can deny that they pandered
to special interests all they want to, but that does not change
the facts. The facts are simple, the Chamber bragged and gloated
about how they had denied Letting The People Vote and the new
Governor and new legislative leadership were involved.
Today the Republicans control the Governor's
Mansion, the State Senate and the State House of Representatives.
No longer can they try to blame it on the Democrats.
HB15 has been filed, and now the people of
Georgia will see if the new Republican Party represents the People
or the Special Interests. So far - special interests have
prevailed.

 A BILL TO BE ENTITLED AN ACT
To provide for the holding of an advisory referendum
election to determine whether the qualified electors of the State of Georgia
desire a change in the state flag; to provide for related matters; to provide an
effective date; to repeal conflicting laws; and for other
purposes.
BE IT ENACTED BY THE GENERAL ASSEMBLY OF
GEORGIA:
SECTION 1.
(a) It shall be the duty of the Secretary of State to
issue the call for an advisory referendum election to determine whether the
qualified electors of the State of Georgia desire that the state flag adopted
under Ga. L. 2003, p. 26, Section 1 (approved May 8, 2003) be changed. The
Secretary of State shall conduct the referendum election as provided in this
section on the date of the November, 2006, general election. The Secretary of
State shall issue the call and conduct that referendum election as provided by
general law. (b) The ballot at the
referendum election provided under this section shall have displayed or printed
thereon the following:

"( ) 1956 FLAG
( ) 2003 FLAG
|
VOTE FOR ONLY ONE
CHOICE: Should the State of Georgia
return to the 1956 Flag adopted at the 1956 Session of the General
Assembly or keep the 2003 Flag adopted at the 2003 Session of the General
Assembly?" |
The Secretary of State shall include pictures of the
1956 Flag and the 2003 Flag in appropriate positions on the ballot to assist the
voters and facilitate the voting process, and if necessary to save significant
printing costs a picture of the two flags may be attached to absentee ballots
rather than appearing on the actual absentee ballot. (c) It shall be the duty of the Secretary of State to
tabulate and certify the results of the referendum election and report said
results to the Governor and the General Assembly immediately following such
certification.
SECTION 2.
This Act shall become effective upon its approval by the
Governor or upon its becoming law without such approval.
SECTION 3.
All laws and parts of laws in conflict with this Act are
repealed.
